HB 189: New Hampshire Just Quietly Redefined “Clean Energy.” Here’s Why That Matters.

HB 189, signed July 15, 2025, and in effect Sept. 13, rewrote the legal meaning of “clean energy” in New Hampshire; it looks like a language tweak, and it says a lot about where the state’s political class wants to steer energy and who gets a seat at the table.
