New Hampshire’s request to the Continental Congress on October 18, 1775, came 79 days before the January 5, 1776, constitution at Exeter, whose preamble cites a recommendation from that Congress. The same date holds a governor’s railroad-bill veto in 1887 and a 1940 state Supreme Court ruling that upheld the refusal to count nomination signatures obtained by dishonesty.
